Harold Kirkham obtained his PhD from Drexel University in Philadelphia, PA.
He worked for many years at NASA’s Jet Propulsion Laboratory in Pasadena, CA, where he managed a DOE project that was a forerunner of smart grid work today. He has been at the Pacific Northwest National Laboratory since 2009.
He was a member of the working group that wrote the IEEE PMU standard C37-118.1.
