Julio Barros was born in Santander (Spain) in 1955. He received the M.Sc. and Ph.D degrees in Physics from the University of Cantabria, Santander, Spain, in 1978 and 1989, respectively. From 1989 to 2008 he was an Associate Professor of Electronics at the University of Cantabria, where he is currently a Professor of Electronics.
He is Senior Member of the IEEE since 2002 and member of the IEEE Instrumentation and Measurement Society, Power and Energy Society, Industry Applications Society and Power Electronics Society. He is member of the IEEE PES Task Force on Voltage Sags Indices, IEEE PES Working Group on Harmonics, IEEE PES Working Group on Voltage Quality and IEEE Task Force on Time Varying and Probabilistic Aspects of Harmonics. He is a reviewer for the IEEE Transactions on Instrumentation and Measurement, IEEE Transactions on Power Delivery and for other important international journals. He is also a member of the IEC SC77A WG9 - Power Quality Measurement Methods.
He is author or coauthor of more than 100 scientific papers published on international journals and in the proceedings of international conferences and author or coauthor of 5 books. His research areas are measurement methods in power systems, harmonics and power quality.
