KATELYN (KATIE) BRINKER (S’15-GSM’17-M’22)
Biography: Katelyn (Katie) Brinker is a Principal Nondestructive Evaluation Engineer at Pratt & Whitney in East Hartford, Connecticut, USA. In her work, she specializes in electromagnetic nondestructive evaluation (NDE) methods and focuses on developing new inspections and inspection technology that can be deployed to the field. She received her Ph.D. in electrical engineering from Iowa State University in 2022, where she researched chipless RFID for microwave NDE applications, supported by a NASA Space Technology Research Fellowship. Her undergraduate (‘17) and master’s (‘19) degrees in electrical engineering are from the Missouri University of Science and Technology.
Katie has been an IEEE member since 2015. She currently serves at the PR & Communications Committee Chair for IEEE-Eta Kappa Nu (HKN) and has previously served on the IEEE Instrumentation and Measurement Society (IMS) AdCom as the Undergraduate Student Representative, Graduate Student Representative, and Member-at-Large (2022-2025). She also currently chairs the IMS Undergraduate Scholarship Committee. Throughout her tenure in IMS, she has served on the Membership Committee, Awards Committee, Publications Committee, Education Committee, Best Dissertation Award Committee, Distinguished Lecturer Selection Committee, and the I2MTC Board of Directors. She has also published in the Transactions on Instrumentation and Measurement (TIM), Open Journal of Instrumentation and Measurement (OJIM), and the Instrumentation and Measurement Magazine (IMM) and has served as a reviewer for these outlets.
Statement: I have been involved in the IEEE Instrumentation and Measurement Society since being appointed as the Undergraduate Representative in 2016. Over the last decade, I have had the privilege of serving IMS in various capacities and getting to use this platform to make a difference for our members, especially students and young professionals. The work I’m most proud of from my involvement in IMS so far, includes the following:
- Helping establish the Mentorship Program
- Spearheading the creation of the Best Dissertation award and the Undergraduate Scholarship Award
- Coordinating student and YP events at I2MTC conferences
- Facilitating the partnership between IMS and IEEE-HKN, which has allowed us to reach hundreds of students and share what IMS has to offer
If elected to the IEEE Instrumentation and Measurement Society AdCom, I would build on this track record and focus on the following:
- Creating new ways to engage students and YPs
- Continue to support the growth of the programs I helped establish in my last term, including the mentorship program and the undergraduate scholarship
- Facilitate chapter networking events and sharing of best practices between chapters
- Development of micro-volunteering opportunities to allow more members to engage with the society on a regular basis
- Leveraging my experience in PR & Communications to help IMS reach new audiences and increase its member engagement
I am committed to serving and helping our society thrive.
LOREDANA CRISTALDI (M’01-SM’06)
Biography: Loredana Cristaldi is a Full Professor of Electrical and Electronic Measurements at the Department of Electronics, Information and Bioengineering (DEIB), Politecnico di Milano, Italy. She received her M.Sc. in Electrical Engineering from the University of Catania in 1992 and her Ph.D. in Electrical Engineering from Politecnico di Milano in 1995.
Her academic and professional work has always been guided by a strong interest in measurement science as a tool to understand, improve, and support complex systems. Over the years, her research has addressed metrology, reliability, monitoring, diagnostics, and quality assessment, with applications spanning industrial systems, energy systems, batteries, predictive maintenance, and digital environments. More recently, her work has increasingly focused on data quality, uncertainty, traceability, and trustworthy artificial intelligence, especially in contexts where reliable information is essential for sound decision-making.
At Politecnico di Milano, she has combined research, teaching, and institutional service with constant attention to collaboration and the growth of younger generations. She teaches courses in measurement, reliability, and quality engineering, and has contributed to several national and international projects connecting measurement science with innovation in industrial and digital systems.
Within IEEE, she serves as Associate Editor of the IEEE Transactions on Instrumentation and Measurement and as Co-Chair of the IEEE IMS TC-6 Emerging Technologies in Measurements. She has also actively contributed to the Society through conference organization, scientific leadership, and initiatives aimed at fostering interdisciplinary dialogue and international cooperation.
Statement: I am truly honored to be considered for this nomination and the possibility of serving the IEEE Instrumentation and Measurement Society. To me, IEEE IMS represents much more than a professional association: it is a community where knowledge, commitment, and mutual support come together to advance our field and create important professional and personal connections among people.
Throughout my career, I have always valued not only scientific excellence and technical rigor, but also the importance of listening, collaborating, and sharing ideas, since I feel this is the only way for professional growth. This is why the opportunity to contribute to the Society is especially meaningful to me. I believe that IEEE IMS has a unique role in bringing people together across disciplines, cultures, and generations, fostering an environment in which ideas can grow and individuals can feel encouraged to participate and contribute.
If elected, I would serve with the same dedication, enthusiasm, and a strong sense of responsibility I have put in my present role of Associate Editor for the IMS journals. I would be glad to support initiatives that help members feel engaged and represented, while also encouraging the active participation of students, young professionals, and researchers from diverse backgrounds. I believe that a strong Society is built not only on technical achievements but also on the ability to welcome different perspectives and create a genuine sense of community.
Serving IEEE IMS would be both a privilege and a heartfelt commitment. I would be grateful for the opportunity to contribute my experience, energy, and care in support of its members and hoping to shape a better future.
BOBY GEORGE (S’05-M’09-SM’18)
Biography: Dr. Boby George is a Professor and Head of the Department of Medical Sciences and Technology, with a joint appointment in the Department of Electrical Engineering at the Indian Institute of Technology Madras, India. He received his M.Tech. and Ph.D. degrees in Electrical Engineering from IIT Madras in 2003 and 2007, respectively, and was a Postdoctoral Fellow at the Institute of Electrical Measurement and Measurement Signal Processing, Graz University of Technology, Austria, from 2007 to 2010.
His research focuses on advanced sensor technologies and measurement science, particularly non-contact sensing based on electric and magnetic field coupling. His contributions span industrial, biomedical, and transportation domains, addressing measurement challenges where conventional sensors are ineffective or infeasible. He has co-authored over 100 publications in leading IEEE journals and transactions, including 50 papers in the IEEE Transactions on Instrumentation and Measurement.
Dr. George is actively involved in the IEEE Instrumentation and Measurement Society (IMS). He currently serves as an Associate Editor for the IEEE Transactions on Instrumentation and Measurement and represents IMS in the IEEE Council on Superconductivity. He is also a member of the IMS Technical Committee TC-18 on Environmental Measurements and serves on the IMS Best Dissertation Award Selection Committee. He has received the IEEE IMS Outstanding Reviewer Award twice.
He is a Fellow of the Indian National Academy of Engineering (INAE) and is committed to advancing instrumentation and measurement through research, professional service, and global collaboration.
Statement: I am honored to be considered for the position of Member-at-Large of the IEEE Instrumentation and Measurement Society Administrative Committee. If elected, I will actively contribute to strengthening the Society’s technical leadership, global engagement, and responsiveness to emerging challenges in measurement science.
My motivation is to support the continued evolution of IMS in areas such as advanced sensing technologies, non-contact and field-based measurement methods, and interdisciplinary applications. I see strong opportunities to further enhance the Society’s impact in domains including healthcare, energy systems, and smart infrastructure, while also fostering closer collaboration between academia and industry.
Having been actively involved in IMS through editorial responsibilities, technical committee participation, and Society activities, I have developed a clear understanding of the importance of maintaining high technical standards alongside broad and inclusive community engagement. I am particularly interested in supporting initiatives that strengthen flagship conferences such as I2MTC, enhance the quality and visibility of Society publications, and encourage greater participation of young professionals and researchers from emerging regions.
I am committed to actively contributing to AdCom activities, serving on committees as needed, and supporting the strategic priorities of the Society. I look forward to working collaboratively with fellow AdCom members to further strengthen the impact and global reach of the IEEE Instrumentation and Measurement Society.
PETER CHENG-TANG PAN (M’11)
Biography: Peter Cheng-Tang Pan received his M.S. (1993) and Ph.D. (1998) degrees in power mechanical engineering from National Tsing Hua University. In 1997, he worked as a research fellow at the Institute of Machine Tools and Factory Management at TU Berlin in Germany. After receiving his Ph.D. in 1998, Dr. Pan joined the Mechanical and Mechatronics Systems Research Laboratories of ITRI as a research fellow for 5 years. Since 2003, he joined the Department of Electrical and Electro-Mechanical Engineering at National Sun Yat-sen University (NSYSU). He has served as Associate Vice President for R&D, Director of the Energy Research Center, Director of the Institute of Medical Science and Technology, and head of the Institute of Advanced Semiconductor Packaging and Testing at NSYSU. In 2009, he was invited as a Visiting Professor in the Department of Mechanical Engineering at UC Berkeley for 1 year. From 2020-2022, he was appointed as Executive Director of the Science & Technology Division at the Taipei Economic and Cultural Office in Canada and since 2023 has led the National Center for Instrumentation Research under the National Institutes of Applied Research as Director General. Dr. Pan has been an IEEE member since 2011, and he is now chairing the Taipei Chapter of the IEEE Instrumentation & Measurement Society, organizing special session activity at I2MTC annually. His interdisciplinary research includes IC packaging and testing, medical assistive technologies, precision manufacturing, motor control, LED lighting, and display/solar optical design. He is a recipient of the Eminent Engineering Professor Award of CSME; the NSYSU Excellence in Teaching Award, Outstanding Academic Research Award, and Outstanding Industrial Research Award; the We, Innovators Award; and the National Industrial Innovation Award. Dr. Pan is also a Fellow of the International Association of Advanced Materials (IAAM) and has been selected as one of the World's Top 2% Scientists.
Statement: I am honored to be nominated as a candidate for the AdCom Member-at-large election this year. Throughout my professional career so far, I’ve been very experienced in various academic, research and administrative activities in universities, government oversea science and technology office, and research institutes. I have been involved in IEEE activities since 2011, and now I am chairing the Taipei Chapter of IEEE I&M Society (IMS). IMS Taipei Chapter constantly invites the core members from the Society and also the distinguished lectures from the IEEE in order to establish more connections with the IEEE and IMS scholars for potential collaboration. With the strong influence of IEEE to the world, I believe that promoting the Society and Chapter activities greatly benefits the rapid communication and development of technology as well as the professional partnership among scholars.
As a volunteer, I am confident and willing to contribute with my professional work to achieve IEEE and IMS society goals. It is my personal commitment to focus on the following aspects, such as to support and promote academic, technical, and cultural activities related to IMS goals; to create and support the possible connection opportunities between diverse chapters; to promote collaboration among IEEE IMS members as a mechanism for career development support.
If elected, I promise to contribute my experiences and capabilities to cooperate with IMS colleagues to strengthen the Society operation and to improve a better service mechanism for all members. Also, I will try my best to encourage more young professionals to join IMS to participate in more society activities.
JAMES A. SMITH (S’83-M’88-S’91-M’96-SM’06)
Biography: James A. Smith is a recently retired Materials Characterization & Processes Systems Engineer at the Department of Energy’s Idaho National Laboratory (INL). He received his B.S. in Engineering Science and Mechanics from Iowa State University and his M.S. and Ph.D. degrees in Mechanical and Interdisciplinary Engineering from Texas A&M University. His career spans working at AT&T Bell Laboratories, Corning Incorporated and the Mayo Clinic prior to his employment at INL.
He has been an IEEE member for 44 years. In that period, he served as the Chair of the IEEE Instrumentation & Measurement Society (IMS) TC-01 (Nondestructive Evaluation and Industrial Inspection (NDE&II)), and the IEEE Southeast Idaho Section Chair. In those capacities, he has been able to communicate and generate shared objectives for numerous activities benefiting the I&M Fields and the IMS membership. He is a member in several technical societies that promote sensors and characterization technologies, including:
- The Institute for Electrical and Electronic Engineers (IEEE)
- Instrumentation & Measurement Society (IMS)
- Photonics Society
- Ultrasonics, Ferroelectrics, and Frequency Control Society (UFFC)
- Standards Association (SA)
- The American Society for Nondestructive Testing (ASNT)
- Optica (formerly OSA)
He is in a perfect position to generate synergistic activities between IMS and these other societies (i.e., ASNT) to further promote IMS TC-01 objectives. This innovative and goal-oriented Systems Engineer/Project Manager thrives on solving complex problems from first principles. His passion is to envision new possibilities and develop unique strategies that progress toward shared objectives with customers and collaborators. Throughout his career, he specialized in developing revolutionary products and processes through novel measurements and analysis techniques. He is named a co-author on 10 U.S. patents, 1 trade secret, 76 internal reports, and 88 journal papers and conference proceedings.
Statement: I sincerely appreciate being nominated as a candidate for the Instrumentation and Measurements Society (IMS) Administrative Committee Member-at-Large. I have been a dedicated supporter and contributor to various aspects of IMS. I bring decades of leadership and technical skills, that have been streamlined working in various industries and national laboratories. These skills promise to help further expand the goals of IMS for the benefit of its membership.
IMS has three salient competencies: advanced technology researchers, processes to develop technical standards and guides, and educational infrastructure. If elected, I plan to use leadership skills to help strengthen IMS’ operational and technical infrastructures for creating a vision for shared objectives between sensor and system developers, instrumentation manufacturers, and industrial constituents. Each collaborating member brings complementary competencies.
With the rapid advancement of technologies such as wireless sensing and networks, Industrial Internet of Things, Industry 4.0, Artificial Intelligence, novel sensors, etc., it is essential that researchers, manufacturers, and the users have well defined shared objectives during the development of the sensors and systems.
As the Chair of TC-01: Nondestructive Evaluation and Industrial Inspection (TC-NDEI&I), I have been leading strategic collaborations with other external societies and industries that are closely aligned with the objectives of TC-01. Specifically, we are developing an inaugural collaboration with the American Society of Nondestructive Evaluation (ASNT). TC-01 will provide development of novel sensing technologies, expertise on implementing revolutionary technologies, training, and the infrastructure to develop technical standards and guidelines. ASNT will then provide some of the novel sensing technologies, and better access to sensor manufacturers and Industries. TC-01 has also been collaborating with TC-09: Sensor Technology as TC-09 is developing IEEE P1451.7 standard that defines the wireless communication protocols for sensors.
As an AdCom member, I will advocate for stronger partnerships between TCs and the external collaboration model, championing these initiatives across all TCs.
GUIYUN TIAN (AM’01-SM’03)
Prof. GuiYun Tian graduated from Sichuan University and holds a PhD and DSc from the UK. With over 20 years of experience at UK universities (Huddersfield, Newcastle), he is now Professor of Sensor Technologies and Dean of EEE at Chongqing University of Technology, and a Visiting Professor at the University of Manchester. He has published 400+ papers (H-index 87), received the First Citation in NDT&E, and serves as Editor-in-Chief of Nondestructive Test and Evaluation. His research in sensors, NDT&E, and safety assurance has global impact, with consulting for PipeChina, PetroChina, CRRC, Baker Hughes, and Rolls-Royce. He co-founded a startup with Deyuan Pipeline Ltd., specializing in eddy current PIGs that have inspected 5,000+ km of oil/gas pipelines—including traditionally “unpiggable” lines. He also collaborated with SAIS, PipeChina, and PetroChina on next-generation PIGs (awarded by Canada’s National Engineering Research Center), and developed magnetic sensors and transient EM flowmeters for wind power and oil/gas applications, earning a Second-Class Science and Technology Progress Award from China’s MoE (2019) and a First Prize from the China Instrument and Control Society.
A Fellow of the IET (2005) and BINDT (2006), he received the John Grimwade Medal (2006, 2011), the International Technology Transformation Award (2020), and ISEM’s 2019 recognition for sustained NDE contributions. His first patent on inductive frequency output sensors enabled Texas Instruments’ LDC chips (2013), called a “major breakthrough” in sensing. In 2024, these sensors were deployed at the Qinghai Gonghe Photothermal Power Station.
Prof. Tian has delivered 40+ keynote addresses at major conferences (WCNDT, IEEE FENDT, WCCM) and will serve as General Chair for I2MTC2027 in Chongqing.
Statement: I am honored to be nominated for election as a member of the Administrative Committee (AdCom) of the IEEE Instrumentation and Measurement Society (I&MS).
My career spans academic, research, and leadership roles in the UK and China, including over two decades of active IEEE membership since 2000. I have recently deepened my engagement with I&MS through service on society committees, contributions to I2MTC conferences, and involvement with our journals.
I strongly believe in IEEE's global relevance and influence. If elected, I am committed to advancing the goals of both IEEE and I&MS through the following priorities:
- Supporting and promoting technical, academic, industrial, and cultural activities that align closely with the mission of I&MS.
- Representing and defending cultural diversity across all IEEE units, ensuring that engineering activities worldwide reflect and respect diverse perspectives related to I&MS.
- Fostering collaboration among I&MS members as a platform for career development, mentorship, and professional growth.
I aspire to a fair, peaceful world with equal opportunities—where education, science, and technology serve humanity without distinction of race, ethnicity, disability, sexual orientation, religion, or any other identity.
