Biography

Mihaela M. Albu (M’96, SM’07) is from Craiova, Romania. She graduated from “Politehnica” University of Bucharest (UPB) in 1987 and holds the Ph.D. degree (1998) from the same university. Since 2002 she is a Professor of Electrical Engineering at UPB. Teaching activity presently counts: Advanced Topics in Instrumentation and Measurement (Master); Smart Distribution Grids (Master); Signal Processing (Bachelor) at the Dept. of El. Engineering of UPB; and "Elektrische Meßtechnik”; “Sensoren" at the German Department of UPB.

Her research interests include wide area measurement systems as well as synchronized measurements and evaluation of the associated uncertainty considered in the state estimation algorithms; smart energy grids including optimal use of renewables and real time control; smart metering technologies; DC grids as an innovative solution for future intelligent grids, for which a demonstration platform was realized in a fully equipped laboratory fed from a DC bus at 230 V rated voltage and a proposal of power quality assessment in DC grids; power quality and signal processing for power quality assessment, nonlinear phenomena in power systems; distributed and computer-controlled measurement systems, IEEE and IEC standards in power, power system protection, virtual and Internet-based laboratories. She is the founder of an interdisciplinary group MicroDERLab at UPB, and coordinates several research teams working on projects funded by national and international grants. Dr. Albu was spending a leave at Arizona State University as a Fulbright Fellow 2002 – 2003 and in 2010. Her work includes coordination of a monograph (on measurements in power systems ), 7 Book chapters; 21 Journal Publications; more than 70 papers published in International Conference Proceedings; 40 presentations, invited papers and other non-refereed publications; 13 Laboratory notes, and more than 50 Technical Reports (recently on smart grids topics);

Since 2009 she is Vice-Chair of the Intellicis -Working Group 2: Reliable management and control of electric power systems, 2009-2013. The professional service is highlighted by active membership in IEEE - IMS, CIGRE, VDE, and IRE (Romanian Power Engineers Society).
As an IEEE member, she volunteers for the Instrumentation and Measurement Society since 2009, while she became part of the AdCom. She is also involved in the IEEE local activities –as a vice-chair of the PES-Romania Chapter and contributes to the dialogue between the Romanian electrical engineering community and the IEEE. Biography

Alessandra Flammini (M’98-SM’10) was born in Brescia, Italy, in 1960.

In 1985 she took her Laurea degree in Physics with honors at the University of Rome. Dr. Flammini is currently an Associate Professor of Electrical and Electronic Measurements at University of Brescia. Her current research interests include smart sensors, wireless sensor networks for industrial applications and metering, synchronization, Software Defined Radio, smart grids and power line communications.

Her career started at the Motor Drives department of Ansaldo Industry (1985-1992), where she was responsible for the Research and Development section for digital controls. In the following years she worked for other Italian companies. In 1995 she joined the University of Brescia as a Researcher in Electronics and, since 2002, she has been an Associate Professor of Electric and Electronic Measurements. She leads a group of young researchers, is the author and co-author of over 150 papers (published on international journals and conference proceedings) and holds 4 international patents. She has been responsible for several research programs, funded by the Italian Government and Companies.

Since 2011 she has coordinated the research activity in the field of “measurements for industry” of the Italian association of Electrical and Electronic Measurements (GMEE).

In her academic activity she has always assigned great importance to applications developed in partnership with industrial companies (ABB, Siemens and others). Since 2004 she has the scientific responsible of the Italian Competence Centre of Profibus and Profinet and has been a voting member of sub-committee 65C (Digital communications for control systems) of Technical Committee 65 (Control and measurement in industrial processes) of CEI (Italian Electrotechnical Committee). Dr. Flammini is a member of the Editorial Board of "Automazione Oggi", an Italian magazine in the field of automation that is well received by industrial people, and, since 2011, she has been a member of the scientific committee of SPS-Italy, the most important industrial exhibit in the field of automation.

In 2009 she was General co-Chair of the International Symposium on Precise Clock Synchronization for Measurement, Control and Communication (ISPCS 2009), in 2012 she was General Co-Chair of the IEEE Sensor Application Symposium (SAS2012), and, in 2013, she will be Technical Program Chair of SAS2013. She has been a member of the Technical Program Committees of several IEEE Conferences (IMTC, I2MTC, ISPCS, WFCS, ETFA) and is a reviewer for IEEE Conferences and Journals (IEEE Transactions on Instrumentation and Measurement, for which she received the Outstanding Reviewer Award in 2011, IEEE Transactions on Industrial Electronic, IOP, …).

Biography

Mark Yeary received the B.S. (honors), M.S. and Ph.D. degrees from the Department of Electrical Engineering, Texas A&M University (TAMU), College Station, in 1992, 1994 and 1999, respectively. Following his graduation in 1999, he continued his digital signal processing and practical instrumentation based research at Texas A&M and worked collaboratively with a variety of companies, including IBM, Raytheon, Cisco, Texas Instruments and Lockheed-Martin. Since fall 2002, he has been with the School of Electrical & Computer Engineering at the University of Oklahoma (OU), Norman, where he is now a full Professor. He was named the endowed Hudson-Torchmark Presidential Professor in 2011. In addition to his role as a faculty member, beginning in the fall of 2013, he was appointed as the inaugural Distinguished Faculty Fellow in OU’s Office of the Vice-President for Research. Yeary was a founding member of OU’s Advanced Radar Research Center’s (ARRC’s) design facility known as the Radar Innovations Laboratory (RIL), and has served as an ARRC rotating Associate Director.

His research, teaching and consulting interests are in the areas of digital signal processing (DSP) as applied to customized DSP systems and instrumentation, primarily in the area of radar, with an emphasis on hardware prototype development and practical measurements. He has written approximately 180 conference papers, conference abstracts and journal papers in these areas. Yeary also has served as a PI or Co-PI on grants from NASA, NSF-ATM, NSF-DUE, NSF-ECCS, DoD-EPSCoR, NOAA-CSTAR, NOAA-NSSL, Raytheon, AFOSR, DARPA, Tinker AFB and CGI Federal. Since arriving to OU in 2002, he has supervised and supported 42 undergraduate and graduate students in the completion of research towards their degrees. In addition, he has provided support for eight post-doctoral researchers and has served on 32 other graduate student committees.

Yeary has spent twelve summers (2002-2014) at Raytheon near Dallas, where he is a Senior Engineer. He has made a variety of technical contributions which include several fielded systems, invention disclosures and proprietary reports. This work includes phased array radar design, tracking algorithm design, SAR/ISAR algorithm design and detection studies. In the fall of 2012 and Spring of 2013, Yeary joined the Massachusetts Institute of Technology’s (MIT’s) Lincoln Laboratory on sabbatical to make technical contributions and anechoic chamber measurements (at nearby Hanscom, AFB) related to one of the preliminary radar panels associated with the national Multifunction Phased Array Radar (MPAR) effort. In addition, a variety of hard-target detection studies were prepared for the MPAR panels.

Yeary is a Senior Member of the IEEE, a licensed Professional Engineer (PE) and member of the Tau Beta Pi and Eta Kappa Nu Honor Societies. Yeary received the 2005 Outstanding Young Engineer Award from the Institute of Electrical and Electronics Engineers (IEEE), as given by the IEEE Instrumentation and Measurement Society. He has served on numerous national and international review panels, and several are noted here. He was a Session Chairman of the 2001 IEEE International Symposium on Intelligent Signal Processing and Communication Systems. In 2001, he served on the steering committee of the U.S. Department on Energy’s 2001 Future Energy Challenge. He has served as a Session Chairman at the 2003 IEEE-IMTC and as a Technical Committee Member of the 2003 and 2004 IEEE-ICIP. He served as a Technical Committee Member for IMTC in 2006, 2007 and 2008; and I2MTC in 2013 and 2014. He served as a technical co-chair for this meeting in May of 2010 in Austin. He is an Associate Editor for the IEEE Transactions on Instrumentation & Measurement and serves on the I&M Society’s Administrative Committee (AdCom). He also participates as this society’s Technical Committee chair for TC-26 Radar Cross Section. He is a member of the IEEE AES Radar Systems Panel (RSP) and chairs the RSP’s Civilian Radar Committee. Yeary was a member of the Technical Program Committee for the 2013 IEEE International Symposium on Phased Array Systems and Technology, Waltham, MA. He is a member of the Technical Program Committee for the 2014 IEEE Radar Conference, Cincinnati, OH.

In tandem with technical contributions, Yeary is interested in training the next generation of students – principally through hands-on experiments and deep theoretical understandings. He has many years of experience as a teaching assistant, lecturer and faculty member. Since January of 1993, he has taught many students in various laboratories and lecture courses, culminating in approximately 20 years of instructional experience. He was awarded as a 1998 NSF/FIE New Faculty Fellow. By invitation, he was selected to participate in the U.S. National Academy of Engineering’s Foundations of Engineering Education Symposium in 2010. While at OU, he has taught Digital Signals & Filters, Digital Radar Systems, Adaptive Digital Signal & Array Processing and Electronics II.
