Shervin Shirmohammadi

Biography

Shervin Shirmohammadi received his Ph.D. in Electrical Engineering in 2000 from the University of Ottawa, Canada, and after spending 3 years in the industry as a senior architect and project manager, joined as Assistant Professor the same University, where since 2012 he has been a Full Professor with the School of Electrical Engineering and Computer Science. He is Director of the Discover Laboratory, doing research in machine learning-assisted measurements, especially vision-based measurement, IoT measurements, and multimedia and network measurements. The results of his research, funded by more than $28 million from public and private sectors, have led to over 400 publications, over 70 researchers trained at the postdoctoral, PhD, and Master’s levels, 30+ patents and technology transfers to the private sector, and four Best Paper awards. He is the founding Editor-in-Chief of the IEEE Open Journal of Instrumentation and Measurement, was the Editor-in-Chief of the IEEE Transactions on Instrumentation and Measurement from 2017 to 2021, the Associate Editor-in-Chief of the IEEE Instrumentation and Measurement Magazine in 2014 and 2015, and is currently on the latter’s editorial board.

He has been an IEEE Instrumentation and Measurement Society (IMS) AdCom member since 2014, currently serves as its Executive Vice President, and was a member of the IEEE I 2 MTC Board of Directors from 2014 to 2016.

Dr. Shirmohammadi is an IEEE Fellow “for contributions to multimedia systems and network measurements”, and recipient of the 2019 George S. Glinski Award for Excellence in Research, the 2021 IEEE IMS Distinguished Service Award, and the 2023 IEEE IMS Technical Award “for contributions to the advancement of machine learning-assisted measurements”.

Mark Yeary

Biography

Mark Yeary received the B.S. (honors), M.S. and Ph.D. degrees from the Department of Electrical Engineering, Texas A&M University (TAMU), College Station, in 1992, 1994 and 1999, respectively. Following his graduation in 1999, he continued his digital signal processing and practical instrumentation based research at Texas A&M and worked collaboratively with a variety of companies, including IBM, Raytheon, Cisco, Texas Instruments and Lockheed-Martin. Since fall 2002, he has been with the School of Electrical & Computer Engineering at the University of Oklahoma (OU), Norman, where he is now a full Professor. He was named the endowed Hudson-Torchmark Presidential Professor in 2011. In addition to his role as a faculty member, beginning in the fall of 2013, he was appointed as the inaugural Distinguished Faculty Fellow in OU’s Office of the Vice-President for Research. Yeary was a founding member of OU’s Advanced Radar Research Center’s (ARRC’s) design facility known as the Radar Innovations Laboratory (RIL), and has served as an ARRC rotating Associate Director.

His research, teaching and consulting interests are in the areas of digital signal processing (DSP) as applied to customized DSP systems and instrumentation, primarily in the area of radar, with an emphasis on hardware prototype development and practical measurements. He has written approximately 180 conference papers, conference abstracts and journal papers in these areas. Yeary also has served as a PI or Co-PI on grants from NASA, NSF-ATM, NSF-DUE, NSF-ECCS, DoD-EPSCoR, NOAA-CSTAR, NOAA-NSSL, Raytheon, AFOSR, DARPA, Tinker AFB and CGI Federal. Since arriving to OU in 2002, he has supervised and supported 42 undergraduate and graduate students in the completion of research towards their degrees. In addition, he has provided support for eight post-doctoral researchers and has served on 32 other graduate student committees.

Yeary has spent twelve summers (2002-2014) at Raytheon near Dallas, where he is a Senior Engineer. He has made a variety of technical contributions which include several fielded systems, invention disclosures and proprietary reports. This work includes phased array radar design, tracking algorithm design, SAR/ISAR algorithm design and detection studies. In the fall of 2012 and Spring of 2013, Yeary joined the Massachusetts Institute of Technology’s (MIT’s) Lincoln Laboratory on sabbatical to make technical contributions and anechoic chamber measurements (at nearby Hanscom, AFB) related to one of the preliminary radar panels associated with the national Multifunction Phased Array Radar (MPAR) effort. In addition, a variety of hard-target detection studies were prepared for the MPAR panels.

Yeary is a Senior Member of the IEEE, a licensed Professional Engineer (PE) and member of the Tau Beta Pi and Eta Kappa Nu Honor Societies. Yeary received the 2005 Outstanding Young Engineer Award from the Institute of Electrical and Electronics Engineers (IEEE), as given by the IEEE Instrumentation and Measurement Society. He has served on numerous national and international review panels, and several are noted here. He was a Session Chairman of the 2001 IEEE International Symposium on Intelligent Signal Processing and Communication Systems. In 2001, he served on the steering committee of the U.S. Department on Energy’s 2001 Future Energy Challenge. He has served as a Session Chairman at the 2003 IEEE-IMTC and as a Technical Committee Member of the 2003 and 2004 IEEE-ICIP. He served as a Technical Committee Member for IMTC in 2006, 2007 and 2008; and I2MTC in 2013 and 2014. He served as a technical co-chair for this meeting in May of 2010 in Austin. He is an Associate Editor for the IEEE Transactions on Instrumentation & Measurement and serves on the I&M Society’s Administrative Committee (AdCom). He also participates as this society’s Technical Committee chair for TC-26 Radar Cross Section. He is a member of the IEEE AES Radar Systems Panel (RSP) and chairs the RSP’s Civilian Radar Committee. Yeary was a member of the Technical Program Committee for the 2013 IEEE International Symposium on Phased Array Systems and Technology, Waltham, MA. He is a member of the Technical Program Committee for the 2014 IEEE Radar Conference, Cincinnati, OH.

In tandem with technical contributions, Yeary is interested in training the next generation of students – principally through hands-on experiments and deep theoretical understandings. He has many years of experience as a teaching assistant, lecturer and faculty member. Since January of 1993, he has taught many students in various laboratories and lecture courses, culminating in approximately 20 years of instructional experience. He was awarded as a 1998 NSF/FIE New Faculty Fellow. By invitation, he was selected to participate in the U.S. National Academy of Engineering’s Foundations of Engineering Education Symposium in 2010. While at OU, he has taught Digital Signals & Filters, Digital Radar Systems, Adaptive Digital Signal & Array Processing and Electronics II. Serge Demidenko

Biography

Dr. Serge Demidenko Ph.D. (M’91- SM’94- F’04) is currently a Professor in Electronics, Information, and Communication Systems at the School of Food and Advanced Technology, Massey University, New Zealand.

Professor Demidenko received an ME (Computer Engineering) from the Belarusian State University of Informatics & Radio Electronics in 1977 and Ph.D. (Engineering Cybernetics & Information Theory) from the Institute of Engineering Cybernetics, National Academy of Sciences of Belarus in 1984. He holds also two post-doctoral academic degrees – Senior Scientist (Control Engineering) and Docent (Informatics, Control, and Computer Engineering) awarded by the State Higher Attestation Committee of the Council of Ministers of the USSR and the Republic of Belarus respectively, as well as a Certificate in Teaching (Higher Education) from Singapore Polytechnic in conjunction with Sheffield University, UK.

His professional career encompasses industry and academia in the Asia Pacific region and Europe (Singapore, Malaysia, Vietnam, New Zealand, UK, Italy, Belarus). While with the industry, he progressed from Junior Electronics Design Engineer to a Head of the Joint (Industry-Academy) Test Lab of a large computer systems manufacturing company. Since the mid-90s, he has held several senior academic positions including Dean of the School of Engineering and Technology, Sunway University; Head of the School of Engineering and Advanced Technology, Massey University; Head of the School of Engineering, Monash University; Head of the Centre (School) of Technology, and Head of the Centre (School) of Communication & Design (concurrent appointments) as well as Vice-President Academic, RMIT International University; Associate Head of the Institute of Information Sciences and Technology, Massey University, and others.

The areas of his research specialization include Signal Processing, Instrumentation and Measurement, Electronics Design and Testing, and Computer Systems. He is the author of 4 books, over 200 papers, and 25 engineering patents. He has been the recipient of several national, regional and university awards for excellence in research and teaching.

In addition to being a Fellow of IEEE, Professor Demidenko is the IEEE Computer Society (CS) Golden Core Member, a Fellow of the Institution of Engineering and Technology (IET), a Fellow of the Asia-Pacific Artificial Intelligence Association, and a Member of the European Academy of Science and Arts (Academia Scientiarum et Artium Europaea). He is also UK Chartered Engineer.

Professor Demidenko has been active in the field of technical publications. He is an associate editor of six international peer-reviewed journals and has been a reviewer for numerous journals and conferences. He also devotes his time and energy to professional societies, committees, registration and accreditation bodies while holding various roles in IEEE and IET. He has also contributed to the organization of numerous international conferences and symposia.

Max Cortner

Biography

J. Max Cortner earned a BSEE from Iowa State University and an MSEE from the University of Minnesota. After eighteen years as a Test Engineer in defense division of Sperry Corporation, Max moved to the Cardiac Rhythm Management division of Guidant, now the CRM Division of Boston Scientific. Boston Scientific CRM manufactures medical electronics including pacemakers and defibrillators. Max is currently a Senior Fellow Engineer in Test Engineering, a group responsible for automated electronic testing of components, subassemblies and final product in manufacturing. He is a licensed Professional Engineer, a Certified Project Management Professional, and a Senior Member of IEEE. As an active member of the IEEE Twin Cities Section since 1972, Max has held offices in the Computer Society including local chapter chair and area chair. He worked with a group of activists who organized and successfully ran a five-year series of multi-week technical symposia covering hot topics such as computer graphics and artificial intelligence. Max was among the founders of the Twin Cities Chapter of the Instrument and Measurement Society. He helped organize numerous local test conferences and served as General Chair for the IMTC 1998. In 1999, he served on the committee of the IEEE Sections Congress that was held in the Twin Cities. Max was Co-Chair of I2MTC held in Minneapolis in 2013. He now serves on the Instrumentation and Measurement Society Administration Committee in the role of Education Committee Chair, I2MTC Board Chair, and Industrial Relations Subcommittee Chair.

Alessandro Ferrero

Biography

Alessandro Ferrero (M’88–SM’96–F’99) was born in Milan, Italy, in 1954. He received the M.Sc. degree in electrical engineering from Politecnico di Milano in 1978. In 1983, he joined the Dipartimento di Elettrotecnica, Politecnico di Milano, as an Assistant Professor of electrical measurements. From 1987 to 1991, he was with the University of Catania, Italy, as an Associate Professor of measurements on electrical machines and systems. From 1991 to 1994, he was with the Dipartimento di Elettrotecnica, Politecnico di Milano, as an Associate Professor of electrical measurements, where he has been a Full Professor since 1994.

His current research interests include uncertainty evaluation, the application of digital methods to electrical measurements and measurements on electric power systems under nonsinusoidal conditions.

Prof. Ferrero has chaired the Italian Association for Electrical and Electronic Measurements for the three-year term 2004–2007 and he has been the President of the IEEE Instrumentation and Measurements Society for the 2008 – 2009 term. He is the recipient of the 2006 Joseph F. Keithley IEEE Field Award for Instrumentation and Measurement.
As an AE for the IEEE Transactions on Instrumentation and Measurement he covers the areas of Digital Signal Processing and Measurement on Power Systems. Ruth A. Dyer

Biography

Ruth Dyer earned her doctorate in mechanical engineering from the University of Kentucky, and her bachelor's and master's degrees in biochemistry are from Kansas State University. She joined K-State in 1983 as an assistant professor in the department of electrical and computer engineering and was promoted to full professor in 1997. From 1998 up to her recent retirement, Dr. Dyer served in various administrative roles in the Office of the Provost. In her final, role she served as the senior vice provost for academic affairs.

She has served in a number of leadership roles in the IEEE Instrumentation and Measurement Society (IMS), including Sr. Past President (2020-2021); Awards Chair (2020-2021), Jr. Past President (2018-2019), Nominations & Appointments Chair (2018-2019), President (2016-2017), Vice President for Membership, Vice President for Publications, Vice President for Finance, and Executive Vice President. She is a Fellow of the IEEE, and in 2011 she received the IEEE Instrumentation and Measurement Society's Distinguished Service Award. She served as the General Program Co-Chair for the 2010 I2MTC and as the Technical Program Co-Chair for the 2011 I2MTC. She also served for a number of years as a member of the I2MTC Board of Directors. She served three four-year terms — 1999-2002, 2003-2006, and 2008-2011— as an elected member of the IMS Administrative Committee.

Dr. Dyer also was one of seven individuals from across the United States to be named a Fellow of the Association of Women in Sciences in 2006. She was an American Council on Education (ACE) Fellow in 2003-2004 and served during that time at Ohio State University. In 2013, she was selected for induction into the University of Kentucky (UK) College of Engineering Hall of Distinction, and she currently serves on the UK Engineering Dean’s Advisory Council.

Emil Petriu

Biography

Emil M. Petriu, P.Eng. F'IEEE, F'CAE, F'EIC is a Professor and University Research Chair in the School of Information Technology (SITE), University of Ottawa, Ottawa, Ontario, Canada.
He received his Dr. Eng. degree in Electrical Engineering from the Polytechnic Institute of Timisoara, Romania, in 1978. In 1979, he held a UNESCO postdoctoral scholarship in the Department of Applied Physics at the Technical University of Delft, The Netherlands. He is a Registered Professional Engineer in the Province of Ontario, Canada.
Since 1985, Dr. Petriu has been a faculty member in the Department of Electrical and Computer Engineering and then SITE, University of Ottawa, and has served as Chairman of the former from 1995 to 1997 and as Director of SITE from 1998 to 2001.
On half year sabbatical leaves, he was visiting researcher at the Canadian Space Agency (1992), visiting professor at the Research Institute of Electronics, Shizuoka University, Hamamatsu, Japan (1994), visiting researcher at the Communications Research Centre, Ottawa (2002), visiting professor at the Institute of Electrical Measurement and Measurement Signal Processing, Graz University of Technology, Austria (2003), and visiting researcher at the Larus Technologies, Ottawa (2006),
Dr. Petriu has published 90 refereed journal papers, 10 book chapters, 220 papers in refereed conference proceedings, authored two books, edited two books, and received two patents.
He has supervised 72 graduate students (25 PhD, 47 Master’s), 5 post-doctoral fellows and 18 research engineers.
Dr. Petriu served as a member of the Administrative Committee (1996-2005) and Vice-President (2000-2002) of the IEEE Instrumentation and Measurement Society. He served as Chair of the IEEE Joseph F. Keithley Award Committee (2007-present) and member of the IEEE Technical Field Awards Council(2007-present). He is serving as Chair of theTC-15 on Virtual Systems In Measurements,Co-Chair of theTC-30 Security and Contraband Detection of the IEEE Instrumentation and Measurement Society,and Chair of the Virtual Reality Task Force of the Intelligent Systems Applications Technical Committee of theIEEE Computational Intelligence Society.
He has been actively involved in the organization of many international conferences, symposia and workshops. He was a co-recipient of the 2003 IEEE Donald G. Fink Prize Paper Award, the unique paper award presented by IEEE in that year.

Vincenzo Piuri

Biography

Vincenzo Piuri has received his Ph.D. in computer engineering at Politecnico di Milano, Italy (1989). He has been Associate Professor at Politecnico di Milano, Italy and Visiting Professor at the University of Texas at Austin and at George Mason University, USA. He is Full Professor in computer engineering (since 2000) and has been Director of the Department of Information Technology at the Università degli Studi di Milano, Italy.

His main research interests are: theory and industrial applications of neural networks, machine learning, intelligent measurement systems, signal and image processing, pattern analysis and recognition, biometrics, industrial applications, fault tolerance, digital processing architectures, embedded systems, and arithmetic architectures. Original results have been published in more than 350 papers in international journals, proceedings of international conferences, books, and book chapters.

He is Fellow of the IEEE, Distinguished Scientist of ACM, and Senior Member of INNS. He is Editor-in-Chief of the IEEE Systems Journal (2013-15), and has been Associate Editor of the IEEE Transactions on Neural Networks and the IEEE Transactions on Instrumentation and Measurement. He has been IEEE Director, IEEE Delegate for Division X, President of the IEEE Computational Intelligence Society, Vice President for Publications of the IEEE Instrumentation and Measurement Society and the IEEE Systems Council, Vice President for Membership of the IEEE Computational Intelligence Society, and Vice President for Education of the IEEE Biometrics Council.

He received the IEEE Instrumentation and Measurement Society Technical Award (2002) for the contributions to the advancement of theory and practice of computational intelligence in measurement systems and industrial applications, the IEEE Instrumentation and Measurement Society Distinguished Service Award (2008), and the IEEE Computational Intelligence Society Meritorious Service Award (2009). Reza Zoughi

Biography

R. Zoughi received his B.S.E.E, M.S.E.E, and Ph.D. degrees in electrical engineering (radar remote sensing, radar systems, and microwaves) from the University of Kansas where from 1981 until 1987 he was at the Radar Systems and Remote Sensing Laboratory (RSL). He is the Kirby Gray (Battelle) Chair in Engineering and a Professor Electrical and Computer Engineering (ECpE) at Iowa State University (ISU). He is also the Director of Center for Nondestructive Evaluation (CNDE) at ISU. He served as the Schlumberger Endowed Professor of Electrical and Computer Engineering at Missouri University of Science and Technology (Missouri S&T) from January 2001 to August 2019. Prior to joining Missouri S&T and since 1987 he was with the Electrical and Computer Engineering Department at Colorado State University (CSU). He is the recipient of the 2007 IEEE Instrumentation and Measurement Society Distinguished Service Award, the 2009 American Society for Nondestructive Testing (ASNT) Research Award for Sustained Excellence, the 2011 IEEE Joseph F. Keithley Award in Instrumentation and Measurement and the 2020 IEEE Instrumentation and Measurement Society Career Excellence Award. In 2013 and 2020 he and his co-authors received the H. A. Wheeler Applications Prize Paper Award from the IEEE Antennas and Propagation Society (APS). He is also the recipient of the 2023 American Society for Nondestructive Testing (ASNT) Lester/Mehl Honor Lecture Award. He has twenty issued US patents to his credit (in addition to several issued abroad). He has served the IEEE Instrumentation and Measurement Society and the IEEE in various capacities.

Stephen A. Dyer

Biography

Stephen A. Dyer holds the B.S. in physics, the M.S. in electrical engineering, and the Ph.D. in engineering, all from Kansas State University, Manhattan. He has spent most of his career in academics, receiving his first faculty appointment at the age of 23, and has held faculty positions in physics, mathematics, and electrical and computer engineering. In addition, he has taught courses in entrepreneurship, as well as segments of courses in physical chemistry, flight dynamics, anatomy and physiology, and creative problem-solving. Having had appointments at five different institutions, Steve currently serves at Kansas State, where he was promoted to full professor in 1989.

His research has spanned a number of areas, notably instrumentation and measurement, spectrometry, digital signal processing, and communication theory. His contributions to stationary-mask Hadamard-transform multiplex spectrometry—in particular, the design and development of spectrum-recovery methods and fast algorithms to improve performance at low signal-to-noise ratios—were cited in his elevation, in 1997, to IEEE Fellow. In all, Dyer has more than 125 technical publications, including his edited book, Survey of Instrumentation and Measurement (Wiley, 2001).

Dr. Dyer has had connection, as well, with industry and the public. Before he started in academics, he worked in engineering positions, writing software and designing semi-automatic test equipment. For the past 30 years, he has acted as a consultant for about 40 companies and institutions, doing analysis, product-design, or forensic work in various areas, including instrument design, signal processing, electromagnetics, and optics.

Steve has also helped make students aware of IEEE through his on-campus service, having served as IEEE Student Branch Counselor at the University of Kentucky and at K-State. He was also the co-founding faculty advisor for the IEEE EMBS Chapter at K-State.
Dyer has been active in the I&M Society since the 1980s, and has been on the AdCom continuously since the beginning of 1992, serving the Society in various capacities, including Past President in 2006-2007 and 2000-2001.
