Biography

Branislav Djokić (IEEE M’90-SM’97) received Dipl.Ing. degrees in Power Systems Engineering in 1981, in Electronics in 1984, M.Sc. and Ph.D. in Electrical Engineering in 1988 and 1993, respectively, from the University of Belgrade, Serbia. From 1982-1990, he was with R&D Institute Mihajlo Pupin, Belgrade. From 1990-1994 he was a Staff Member of the School of Electrical Engineering, Belgrade University. In 1994 he joined the Institute for National Measurement Standards, National Research Council of Canada. Dr. Djokić is a registered Professional Engineer in the Province of Ontario. He is IEEE PES Emerging Technologies Coordinating Committee Vice-Chair, IEEE Canada Other-Societies Committee Chair, IEEE Ottawa Section Educational Activities Chair and past Section Chair. In 2007, he received IEEE Regional Activities Board (RAB) Award for leadership in support of IEEE Ottawa Section. At NCSLI 2008, he received the best paper award in the international track for his paper on the calibration of Rogowski coils. His area of expertise is: new instrumentation and measurement methods for both highest-accuracy and industrial applications for AC electrical power, energy, high voltage, and high current, including calibration of Rogowski coils, which are widely used for measurements of large and transient AC currents in protective relaying, power and automotive industries, and plasma physics.

Biography

Octavia A. Dobre is a Professor and Research Chair at Memorial University, Canada. She received the Dipl.-Ing. and Ph.D. degrees from Politehnica University of Bucharest (formerly Polytechnic Institute of Bucharest), Romania, in 1991 and 2000, respectively. She was the recipient of a Royal Society Scholarship at Westminster University, UK, in 2000, and held a Fulbright Fellowship with Stevens Institute of Technology, USA, in 2001. Between 2002 and 2005, she was with Politehnica University of Bucharest and New Jersey Institute of Technology, USA. In 2005, she joined Memorial University, Canada. She was a Visiting Professor with Université de Bretagne Occidentale, France, and Massachusetts Institute of Technology, USA, in 2013.

Her research interests include 5G enabling technologies, blind signal identification and parameter estimation techniques, cognitive radio systems, optical and underwater communications, as well as measurements in communications among others.

Dr. Dobre serves as the Editor-in-Chief of the IEEE Communications Letters, as well as an Editor of the IEEE Systems and IEEE Communications Surveys and Tutorials. She was an Editor and a Senior Editor of the IEEE Communications Letters, an Editor of the IEEE Transactions on Wireless Communications and a Guest Editor of other prestigious journals. She served as General Chair, Tutorial Co-Chair, and Technical Co-Chair at numerous conferences. She is the Chair of the Signal Processing and Communications Electronics Technical Committee (IEEE ComSoc), as well as the Co-Chair of the Wireless and Telecommunications in Measurements Technical Committee (IEEE Instrumentation and Measurement Society). Among other roles, Dr. Dobre has been a member of the IEEE ComSoc Awards Committees, as well as of the IEEE Eric E. Sumner and IEEE Kiyo Tomiyasu Award Committees. She is a Fellow of the Engineering Institute of Canada.

Michael F. Gard (SM ’84) was born in McPherson, KS in 1949. He received the B.S. in Electrical Engineering (magna cum laude) from Kansas State University, Manhattan, KS in 1971, the M.S. in Electrical Engineering (Interdepartmental Program in Biomedical Engineering) from Washington University, St. Louis, MO in 1972, and the Ph.D. degree in Electrical Engineering with a minor in Geophysics from Southern Methodist University, Dallas, TX in 1992.
Dr. Gard has nearly forty years of industrial experience in design, R&D, and project leader positions. He is presently a Sr. Electrical Engineer employed by The Charles Machine Works, Perry, OK. Previous employers include Beech Aircraft Corporation, the Veterans Administration Medical Center (St. Louis, MO), AMOCO Exploration Company, ARCO Oil and Gas, and GE Medical Systems. He occasionally teaches as adjunct faculty in the Department of Electrical and Computer Engineering, Oklahoma State University, Stillwater, OK. He is a registered professional engineer; a registered patent agent; inventor or co-inventor of twenty-eight patents; author of a book, papers, and conference presentations; co-chairman of TC-18, the Instrumentation and Measurement Society’s Technical Committee on Environmental Monitoring; and serves as a reviewer for the IEEE Transactions on Instrumentation and Measurement. He has presented tutorials on Environmental Monitoring at recent I2MTC conferences. His primary technical interests include real-time data acquisition, analog signal processing, and precision analog and analog/digital system design for low power and hostile environments.

Harold Kirkham obtained his PhD from Drexel University in Philadelphia, PA.

He worked for many years at NASA’s Jet Propulsion Laboratory in Pasadena, CA, where he managed a DOE project that was a forerunner of smart grid work today. He has been at the Pacific Northwest National Laboratory since 2009.

He was a member of the working group that wrote the IEEE PMU standard C37-118.1.

Dr. Zhigang Liu (IET Fellow, IEEE/CSEE/CIE Senior Member) received his doctorate in Electrical Engineering from Southwest Jiaotong University in 2003. He became a full professor in 2006, and was a visiting scholar of UIC and TUD in 2009-2010, 2017, respectively. His research interests include power quality detection, artificial intelligence, time and frequency signal analysis, image processing, fault detection, state assessment and their applications, special in rail transit. He received the New Century Excellent Talents in University Award from the Ministry of Education in China, in 2008.

Annamária R. Várkonyi-Kóczy (M’94–SM’97–F’07) was born in Budapest, Hungary, in 1957. She received the M.Sc. E.E., M.Sc.M.E.-T., and Ph.D. degrees from the Technical University of Budapest and the D.Sc. degree from the Hungarian Academy of Sciences in 1981, 1983, 1996, and 2010, respectively.

She was a Researcher of the Research Institute for Telecommunication, Hungary, for six years, followed by four years with the Hungarian Academy of Sciences. From 1991 till 2009 she has been with the Department of Measurement and Information Systems, Budapest University of Technology and Economics. Since 2009 she is full professor at the Institute of Mechatronics and Vehicle Engineering, Óbuda University. Her research interests include digital image and signal processing, uncertainty handling, and intelligent computing.

Dr. Várkonyi-Kóczy is elected member of the Hungarian Academy of Engineers, past Vice President of the Hungarian Fuzzy Association, member of the John von Neumann Computer and the Measurement and Automation Societies.
