William Boyer Email Biography William Boyer received the Ph.D. degree in electrical engineering from the University of New Mexico in 1985. His dissertation was in the area of digital image restoration. He received an MSEE from the University of California Berkeley in 1970, and a BSEE degree from the University of Missouri Columbia in 1969. He worked at Sandia National Laboratories in instrumentation system development assignments from 1969 to 2005. His main instrumentation system projects were in the areas of unattended ground sensors, pulse power/Inertial Confinement Fusion, synthetic aperture radar, underground nuclear testing, and nuclear weapon surveillance flight tests. He has been a member of TC-10 since its inception in 1982. He has served as vice-chairman of TC-10 and has been chairman of the Waveform Recorder (IEEE std 1057) Subcommittee for approximately 14 years. He retired from Sandia National Laboratories in 2005. Since then he has worked as a part-time consultant at Sandia in the area of nuclear weapon surveillance flight and laboratory testing.
