The I&M Society has representation on other IEEE Societies, Boards, Councils, and Committees, as well as on entities in other organizations outside IEEE. Society Representatives and Directed Delegates serve as a bridge between the Society and other entities and enable collaboration that serves the mission, goals, and objectives of the Society. The general responsibility of each representative or delegate to another professional organization is to provide a two-way information flow between the I&M Society and another professional entity.

Biography

J. Max Cortner earned a BSEE from Iowa State University and an MSEE from the University of Minnesota. After eighteen years as a Test Engineer in defense division of Sperry Corporation, Max moved to the Cardiac Rhythm Management division of Guidant, now the CRM Division of Boston Scientific. Boston Scientific CRM manufactures medical electronics including pacemakers and defibrillators. Max is currently a Senior Fellow Engineer in Test Engineering, a group responsible for automated electronic testing of components, subassemblies and final product in manufacturing. He is a licensed Professional Engineer, a Certified Project Management Professional, and a Senior Member of IEEE. As an active member of the IEEE Twin Cities Section since 1972, Max has held offices in the Computer Society including local chapter chair and area chair. He worked with a group of activists who organized and successfully ran a five-year series of multi-week technical symposia covering hot topics such as computer graphics and artificial intelligence. Max was among the founders of the Twin Cities Chapter of the Instrument and Measurement Society. He helped organize numerous local test conferences and served as General Chair for the IMTC 1998. In 1999, he served on the committee of the IEEE Sections Congress that was held in the Twin Cities. Max was Co-Chair of I2MTC held in Minneapolis in 2013. He now serves on the Instrumentation and Measurement Society Administration Committee in the role of Education Committee Chair, I2MTC Board Chair, and Industrial Relations Subcommittee Chair.

Biography

Ruth Dyer earned her doctorate in mechanical engineering from the University of Kentucky, and her bachelor's and master's degrees in biochemistry are from Kansas State University. She joined K-State in 1983 as an assistant professor in the department of electrical and computer engineering and was promoted to full professor in 1997. From 1998 up to her recent retirement, Dr. Dyer served in various administrative roles in the Office of the Provost. In her final, role she served as the senior vice provost for academic affairs.

She has served in a number of leadership roles in the IEEE Instrumentation and Measurement Society (IMS), including Sr. Past President (2020-2021); Awards Chair (2020-2021), Jr. Past President (2018-2019), Nominations & Appointments Chair (2018-2019), President (2016-2017), Vice President for Membership, Vice President for Publications, Vice President for Finance, and Executive Vice President. She is a Fellow of the IEEE, and in 2011 she received the IEEE Instrumentation and Measurement Society's Distinguished Service Award. She served as the General Program Co-Chair for the 2010 I2MTC and as the Technical Program Co-Chair for the 2011 I2MTC. She also served for a number of years as a member of the I2MTC Board of Directors. She served three four-year terms — 1999-2002, 2003-2006, and 2008-2011— as an elected member of the IMS Administrative Committee.

Dr. Dyer also was one of seven individuals from across the United States to be named a Fellow of the Association of Women in Sciences in 2006. She was an American Council on Education (ACE) Fellow in 2003-2004 and served during that time at Ohio State University. In 2013, she was selected for induction into the University of Kentucky (UK) College of Engineering Hall of Distinction, and she currently serves on the UK Engineering Dean’s Advisory Council.

Biography

Emil M. Petriu, P.Eng. F'IEEE, F'CAE, F'EIC is a Professor and University Research Chair in the School of Information Technology (SITE), University of Ottawa, Ottawa, Ontario, Canada.
He received his Dr. Eng. degree in Electrical Engineering from the Polytechnic Institute of Timisoara, Romania, in 1978. In 1979, he held a UNESCO postdoctoral scholarship in the Department of Applied Physics at the Technical University of Delft, The Netherlands. He is a Registered Professional Engineer in the Province of Ontario, Canada.
Since 1985, Dr. Petriu has been a faculty member in the Department of Electrical and Computer Engineering and then SITE, University of Ottawa, and has served as Chairman of the former from 1995 to 1997 and as Director of SITE from 1998 to 2001.
On half year sabbatical leaves, he was visiting researcher at the Canadian Space Agency (1992), visiting professor at the Research Institute of Electronics, Shizuoka University, Hamamatsu, Japan (1994), visiting researcher at the Communications Research Centre, Ottawa (2002), visiting professor at the Institute of Electrical Measurement and Measurement Signal Processing, Graz University of Technology, Austria (2003), and visiting researcher at the Larus Technologies, Ottawa (2006),
Dr. Petriu has published 90 refereed journal papers, 10 book chapters, 220 papers in refereed conference proceedings, authored two books, edited two books, and received two patents.
He has supervised 72 graduate students (25 PhD, 47 Master’s), 5 post-doctoral fellows and 18 research engineers.
Dr. Petriu served as a member of the Administrative Committee (1996-2005) and Vice-President (2000-2002) of the IEEE Instrumentation and Measurement Society. He served as Chair of the IEEE Joseph F. Keithley Award Committee (2007-present) and member of the IEEE Technical Field Awards Council(2007-present). He is serving as Chair of theTC-15 on Virtual Systems In Measurements,Co-Chair of theTC-30 Security and Contraband Detection of the IEEE Instrumentation and Measurement Society,and Chair of the Virtual Reality Task Force of the Intelligent Systems Applications Technical Committee of theIEEE Computational Intelligence Society.
He has been actively involved in the organization of many international conferences, symposia and workshops. He received the 2003 IEEE Instrumentation and Measurement Society Technical Award "for contributions to imaging processing systems, robotics, virtual reality and applications of artificial intelligence, fuzzy logic and neural networks." He was a co-recipient of the 2003 IEEE Donald G. Fink Prize Paper Award, the unique paper award presented by IEEE in that year.

Biography

Dr. Voicu Groza received the Dipl. Eng. in Computer Engineering from the Polytechnic Institute of Timisoara, Romania in 1972. He received the Dr. Eng. degree in Electrical Engineering from the same institution in 1985. His faculty career began in 1979 at the Polytechnic Institute of Timisoara where he became Professor in the Department of Computer Engineering and Dean of the Faculty of Automation and Computers. After brief assignments as visiting and part-time faculty at Eidgenössische Technische Hochschule (Zürich, Switzerland) and Sheridan College, (Toronto, Canada), Dr. Groza joined the faculty of the University of Ottawa where he is presently Associate Professor and Coordinator of the Computer Engineering Program in the School of Information Technology and Engineering. He is author or co-author of more than 200 refereed articles in journals and conference proceedings, author of two books, and holds two patents. His publications reflect his two dominant research interests, which are high-speed data acquisition and dynamically reconfigurable embedded systems.

Dr. Groza is active in the IEEE in a number of different capacities and societies. Within in the IEEE Instrumentation and Measurement Society, he has been General Chair and Technical Program Co-Chair of several workshops and symposia. He is a member of the I&M Society’s AdCom and Chair of the AdCom’s Conferences Finance Committee, and is a member of the I&M Magazine’s editorial board. He is also a member of the IEEE’s Computational Intelligence Society, the IEEE Standards Association, and the Association of Professional Engineers of Ontario.

Aimé Lay-Ekuakille (SM'12), received his first M.D. degree in Electronic Engineering (control technology and automation) from the University of Bari, Bari, Italy, in 1988, the second M.D. degree in Clinical Engineering from the University of L’Aquila, L’Aquila, Italy, in 2002, an M.D. (h.c.) in Environmental Management and Sanitation from IFAD Institute, Kinshasa, DRC in 2020, and a Ph.D. in Electronic Engineering from the Polytechnic of Bari, in 2001. From 1989 up to 2000, he was serving as Technical Top Manager for private and public institutions in the following main areas: construction and maintenance of industrial plants, Environment, Biomedicine, Nuclear for civil and health applications, Robotics, and Instrumentation. He is with the Dept of Innovation Engineering, University of Salento, Italy, since 2000, and is the Director of Instrumentation and Measurement Lab I. Prof. Aimé Lay-Ekuakille is a Senior Member of IEEE. His main areas of research are (i) Instrumentation and Measurements for Biomedical, Environmental and Industrial applications, (ii) Sensors and Sensing Systems, (iii) Nanotechnology, (iv) Artificial intelligence for Instrumentation and Measurement, and (v) Ageing and Characterization of Photovoltaic Panels. He authored and co-authored more than 340 papers on indexed international conferences and journals, as well as 5 international books. Biography

Olfa Kanoun is professor for measurement and sensor technology since 2007 at TU Chemnitz, Germany. She graduated in electrical engineering at the Technische Universität München from in 1996, where she specialized in the field of electronics. Her PhD at the University of the Bundeswehr in Munich was awarded in 2001 by the Commission of Professors in Metrology (AHMT e. V.) in Germany.

In 2015 she was awarded by the Tunisian ministry of social affairs for her scientific excellence and outstanding achievements.In her research she focuses on sensors, measurement systems and measurement methods. Since 2001 she is developing new sensors and measurement solutions based on impedance spectroscopy in the fields of battery diagnosis, bio-impedance spectroscopy, inductive sensors, capacitive sensors, conductivity sensors and material testing. She has a deep expertize in the field of energy harvesting and energy transmission and develops since many years successfully flexible nanocomposite sensors for force, temperature and humidity measurements.

As senior IEEE member, she volunteers for the Instrumentation and Measurement Society and for IEEE. In 2004 she founded an IEEE IM Chapter and in 2014 she initiated a student branch at TU Chemnitz. She serves as co-chair of the Technical Committee on nanotechnology in instrumentation and measurement (TC 34). Vincenzo Piuri has received his Ph.D. in computer engineering at Politecnico di Milano, Italy (1989). He has been Associate Professor at Politecnico di Milano, Italy and Visiting Professor at the University of Texas at Austin and at George Mason University, USA. He is Full Professor in computer engineering (since 2000) and has been Director of the Department of Information Technology at the Università degli Studi di Milano, Italy.

His main research interests are: theory and industrial applications of neural networks, machine learning, intelligent measurement systems, signal and image processing, pattern analysis and recognition, biometrics, industrial applications, fault tolerance, digital processing architectures, embedded systems, and arithmetic architectures. Original results have been published in more than 350 papers in international journals, proceedings of international conferences, books, and book chapters.

He is Fellow of the IEEE, Distinguished Scientist of ACM, and Senior Member of INNS. He is Editor-in-Chief of the IEEE Systems Journal (2013-15), and has been Associate Editor of the IEEE Transactions on Neural Networks and the IEEE Transactions on Instrumentation and Measurement. He has been IEEE Director, IEEE Delegate for Division X, President of the IEEE Computational Intelligence Society, Vice President for Publications of the IEEE Instrumentation and Measurement Society and the IEEE Systems Council, Vice President for Membership of the IEEE Computational Intelligence Society, and Vice President for Education of the IEEE Biometrics Council.

Juan Manuel Ramirez Cortés was born in Puebla, Mexico. He received the B.Sc. degree from the National Politechnique Institute, Mexico, the M.Sc. degree from the National Institute of Astrophysics, Optics, and Electronics (INAOE), and the Ph.D. degree from Texas Tech University, all in electrical engineering. Since 2007 he is at the National Institute of Astrophysics, Optics, and Electronics, Mexico, with a current appointment as titular researcher “C”. He has served at INAOE in administrative positions as Academic Representative, Coordinator of the Electronics Department (2015-2016), and Research Director (2016-2017). He is currently member of the National Research System (SNI), level 2. From 1992 to 2007 he was with Universidad de las Americas-Puebla, Mexico, in several academic and administrative positions: faculty member, Graduate advisor, Chair of the Electrical Engineering Department, Dean of the Engineering School, and University Academic Secretary. From 2002 to 2004 he was president of the National Association of Engineering Schools (ANFEI-MEXICO), and president of the Iberoamerican Association of Academic Engineering Institutions (ASIBEI). In 2006 he received an honorary appointment from Texas Tech University as Academy Member of the Electrical and Computing Engineering Department. He is a senior member of IEEE (Institute of Electrical and Electronic Engineering), past president of IEEE Puebla Section, and founder Chair of the IEEE I&MS Puebla Chapter. In the last years he has been member of the IEEE Instrumentation and Measurement Society Administrative Committee in several positions: past Finance Vice-President, past Treasurer and current Executive Vice-President. His scientific production to date consists of 56 refereed papers in scientific journals, 10 book chapters, and 150 papers in-extenso in proceedings of international conferences. Octavia A. Dobre is a Professor and Research Chair at Memorial University, Canada. She received the Dipl.-Ing. and Ph.D. degrees from Politehnica University of Bucharest (formerly Polytechnic Institute of Bucharest), Romania, in 1991 and 2000, respectively. She was the recipient of a Royal Society Scholarship at Westminster University, UK, in 2000, and held a Fulbright Fellowship with Stevens Institute of Technology, USA, in 2001. Between 2002 and 2005, she was with Politehnica University of Bucharest and New Jersey Institute of Technology, USA. In 2005, she joined Memorial University, Canada. She was a Visiting Professor with Université de Bretagne Occidentale, France, and Massachusetts Institute of Technology, USA, in 2013.

Her research interests include 5G enabling technologies, blind signal identification and parameter estimation techniques, cognitive radio systems, optical and underwater communications, as well as measurements in communications among others.

Dr. Dobre serves as the Editor-in-Chief of the IEEE Communications Letters, as well as an Editor of the IEEE Systems and IEEE Communications Surveys and Tutorials. She was an Editor and a Senior Editor of the IEEE Communications Letters, an Editor of the IEEE Transactions on Wireless Communications and a Guest Editor of other prestigious journals. She served as General Chair, Tutorial Co-Chair, and Technical Co-Chair at numerous conferences. She is the Chair of the Signal Processing and Communications Electronics Technical Committee (IEEE ComSoc), as well as the Co-Chair of the Wireless and Telecommunications in Measurements Technical Committee (IEEE Instrumentation and Measurement Society). Among other roles, Dr. Dobre has been a member of the IEEE ComSoc Awards Committees, as well as of the IEEE Eric E. Sumner and IEEE Kiyo Tomiyasu Award Committees. Luca De Vito (M’10–SM’12) received the master’s (cum laude) degree in software engineering and the Ph.D. degree in information engineering from the University of Sannio, Benevento, Italy, in 2001 and 2005, respectively. His master’s thesis was on automatic classification and characterization of digitally modulated signals. He joined the Laboratory of Signal Processing and Measurement Information, University of Sannio, where he was involved in research activities. In 2008, he joined the Department of Engineering, University of Sannio, as an Assistant Professor in electric and electronic measurement. In 2013, he received the National Academic Qualification as an Associate Professor. Since 2015, he collaborates with the European Organization for Nuclear Research (CERN), Geneva, Switzerland, first as visiting scientist, and then as cooperation associate, working on magnet characterization, with the Magnetic Measurement Section (TE-MSC-MM), on diagnostics of cryogenic processes, with the Controls and Electrical Support Section (TE-CRG-CE), and on the characterization of RF cavities with the Hadron Synchrotrons Coherent effects Section (BE-ABP-HSC). Since June 2016 he is associated to the National Institute of Nuclear Physics (INFN) and collaborates to the ELI-NP (Extreme Light Infrastructure - Nuclear Physics) project.

He is Associate Editor of the ELSEVIER Measurement journal.

He is member of the IEEE since 2010, he is member of the IEEE Instrumentation and Measurement Society (IMS), of the IEEE Aerospace and Electronic System Society, and of the IEEE Standards Association. He is Senior Member of the IEEE since 2012. He is Chapter Chair Liaison of the IEEE IMS.

He is member of the AFCEA and is Young President of the AFCEA Naples Charter.

He published more than 100 papers on international journals and conference proceedings, mainly dealing with measurements for the telecommunications, data converter testing and biomedical instrumentation.

Melanie Ooi is an emerging researcher and engineering specialist in Electrical and Electronic Engineering as well as Computer Engineering and Computational Intelligence. She is currently an Associate Professor at The University of Waikato, New Zealand. While working in close collaboration with several leading multinational electronics companies, she has developed new testing techniques and test data processing methodologies that have been adopted by the industry partners. In the recent years she has also successfully researched on new measurement uncertainty evaluation approaches and frameworks with application to a multitude of science and technology areas (medical research, structural design, mechanical systems modelling, etc.). Her research competence and capability are evident from the extensive and fast growing list of publications, research grants and projects, as well as successfully supervised postgraduate students.

In addition, Associate Professor Ooi was particularly successful in the area of undergraduate and postgraduate education. She introduced several innovations and a well-structured education program enhancing key professional skills and thus increasing work-readiness and employability of engineering graduates that were successfully adopted and implemented by Monash University and RMIT University in their Southeast Asian campuses. They have been strongly supported by multinational electronics companies such as Intel, Freescale Semiconductor and National Instruments.

Her high professional achievements have been acknowledged by several prestigious awards including the Outstanding Young Engineer Award of the Year 2014 from the IEEE Instrumentation and Measurement Society, 2014 Excellence Award from the International Education Association of Australia, 2011 Citation for Outstanding Contributions to Student Learning from the Australian Learning and Teaching Council to mention a few.

She is Senior Member of the IEEE, Member of the IEEE Instrumentation & Measurement Society (I&MS); I&M AdCom (2019-2022)|| Young Professional Program Representative (2018)|| Distinguished Lecturer (2016 - December 2017), Distinguished Lecturer and Secretary of the Technical Committee on Fault Tolerant Measurement Systems (TC-32) of the IEEE I&MS. Mark Yeary received the B.S. (honors), M.S. and Ph.D. degrees from the Department of Electrical Engineering, Texas A&M University (TAMU), College Station, in 1992, 1994 and 1999, respectively. Following his graduation in 1999, he continued his digital signal processing and practical instrumentation based research at Texas A&M and worked collaboratively with a variety of companies, including IBM, Raytheon, Cisco, Texas Instruments and Lockheed-Martin. Since fall 2002, he has been with the School of Electrical & Computer Engineering at the University of Oklahoma (OU), Norman, where he is now a full Professor. He was named the endowed Hudson-Torchmark Presidential Professor in 2011. In addition to his role as a faculty member, beginning in the fall of 2013, he was appointed as the inaugural Distinguished Faculty Fellow in OU’s Office of the Vice-President for Research. Yeary was a founding member of OU’s Advanced Radar Research Center’s (ARRC’s) design facility known as the Radar Innovations Laboratory (RIL), and has served as an ARRC rotating Associate Director.

His research, teaching and consulting interests are in the areas of digital signal processing (DSP) as applied to customized DSP systems and instrumentation, primarily in the area of radar, with an emphasis on hardware prototype development and practical measurements. He has written approximately 180 conference papers, conference abstracts and journal papers in these areas. Yeary also has served as a PI or Co-PI on grants from NASA, NSF-ATM, NSF-DUE, NSF-ECCS, DoD-EPSCoR, NOAA-CSTAR, NOAA-NSSL, Raytheon, AFOSR, DARPA, Tinker AFB and CGI Federal. Since arriving to OU in 2002, he has supervised and supported 42 undergraduate and graduate students in the completion of research towards their degrees. In addition, he has provided support for eight post-doctoral researchers and has served on 32 other graduate student committees.

Yeary has spent twelve summers (2002-2014) at Raytheon near Dallas, where he is a Senior Engineer. He has made a variety of technical contributions which include several fielded systems, invention disclosures and proprietary reports. This work includes phased array radar design, tracking algorithm design, SAR/ISAR algorithm design and detection studies. In the fall of 2012 and Spring of 2013, Yeary joined the Massachusetts Institute of Technology’s (MIT’s) Lincoln Laboratory on sabbatical to make technical contributions and anechoic chamber measurements (at nearby Hanscom, AFB) related to one of the preliminary radar panels associated with the national Multifunction Phased Array Radar (MPAR) effort. In addition, a variety of hard-target detection studies were prepared for the MPAR panels.

Yeary is a Senior Member of the IEEE, a licensed Professional Engineer (PE) and member of the Tau Beta Pi and Eta Kappa Nu Honor Societies. Yeary received the 2005 Outstanding Young Engineer Award from the Institute of Electrical and Electronics Engineers (IEEE), as given by the IEEE Instrumentation and Measurement Society. He has served on numerous national and international review panels, and several are noted here. He was a Session Chairman of the 2001 IEEE International Symposium on Intelligent Signal Processing and Communication Systems. In 2001, he served on the steering committee of the U.S. Department on Energy’s 2001 Future Energy Challenge. He has served as a Session Chairman at the 2003 IEEE-IMTC and as a Technical Committee Member of the 2003 and 2004 IEEE-ICIP. He served as a Technical Committee Member for IMTC in 2006, 2007 and 2008; and I2MTC in 2013 and 2014. He served as a technical co-chair for this meeting in May of 2010 in Austin. He is an Associate Editor for the IEEE Transactions on Instrumentation & Measurement and serves on the I&M Society’s Administrative Committee (AdCom). He also participates as this society’s Technical Committee chair for TC-26 Radar Cross Section. He is a member of the IEEE AES Radar Systems Panel (RSP) and chairs the RSP’s Civilian Radar Committee. Yeary was a member of the Technical Program Committee for the 2013 IEEE International Symposium on Phased Array Systems and Technology, Waltham, MA. He is a member of the Technical Program Committee for the 2014 IEEE Radar Conference, Cincinnati, OH.

In tandem with technical contributions, Yeary is interested in training the next generation of students – principally through hands-on experiments and deep theoretical understandings. He has many years of experience as a teaching assistant, lecturer and faculty member. Since January of 1993, he has taught many students in various laboratories and lecture courses, culminating in approximately 20 years of instructional experience. He was awarded as a 1998 NSF/FIE New Faculty Fellow. By invitation, he was selected to participate in the U.S. National Academy of Engineering’s Foundations of Engineering Education Symposium in 2010. While at OU, he has taught Digital Signals & Filters, Digital Radar Systems, Adaptive Digital Signal & Array Processing and Electronics II.
