Biography

Octavia A. Dobre is a Professor and Research Chair at Memorial University, Canada. She received the Dipl.-Ing. and Ph.D. degrees from Politehnica University of Bucharest (formerly Polytechnic Institute of Bucharest), Romania, in 1991 and 2000, respectively. She was the recipient of a Royal Society Scholarship at Westminster University, UK, in 2000, and held a Fulbright Fellowship with Stevens Institute of Technology, USA, in 2001. Between 2002 and 2005, she was with Politehnica University of Bucharest and New Jersey Institute of Technology, USA. In 2005, she joined Memorial University, Canada. She was a Visiting Professor with Université de Bretagne Occidentale, France, and Massachusetts Institute of Technology, USA, in 2013.

Her research interests include 5G enabling technologies, blind signal identification and parameter estimation techniques, cognitive radio systems, optical and underwater communications, as well as measurements in communications among others.

Dr. Dobre serves as the Editor-in-Chief of the IEEE Communications Letters, as well as an Editor of the IEEE Systems and IEEE Communications Surveys and Tutorials. She was an Editor and a Senior Editor of the IEEE Communications Letters, an Editor of the IEEE Transactions on Wireless Communications and a Guest Editor of other prestigious journals. She served as General Chair, Tutorial Co-Chair, and Technical Co-Chair at numerous conferences. She is the Chair of the Signal Processing and Communications Electronics Technical Committee (IEEE ComSoc), as well as the Co-Chair of the Wireless and Telecommunications in Measurements Technical Committee (IEEE Instrumentation and Measurement Society). Among other roles, Dr. Dobre has been a member of the IEEE ComSoc Awards Committees, as well as of the IEEE Eric E. Sumner and IEEE Kiyo Tomiyasu Award Committees. She is a Fellow of the Engineering Institute of Canada.
